There was a request by Industry to make a special RNP public and use it in an EoR simultaneous arrival operation to RWY 13L & 13R. The initiative cannot be accomplished this way. We will continue to evaluate the possibilities of building public procedures that would meet SIPIA and EoR criteria at the request of N90. ZDC Sector 09 redesign was adopted by the NEC because of the potential to reduce delays and cost savings in the NY market. There are discussions to have this sector redesign implement at the same time as NEC ACR. This has yet to be discussed with the NEC ACR Co-Leads Vicki Turner (FAA) and Joey Tinsley (NATCA). Work has been done with AFS to make a public RNAV Visual for RWY 31 at LGA. Today there is little consistency on arrivals either flying the Expressway Visual or the current special. If a public criterion can be established, it will be a benefit to the LGA operation. When LGA is running ILS13 operation, it impacts TEB and EWR. We are assessing PBN procedures that may help "decouple" the three airports during this operation. For PHL, the initial designs are complete for the safety study which should be completed before the end on the year for the SCIA RWY 9R/35 operation. The ESA Co-Leads assisted ZMA and Florida Metroplex to establish training for the use of Y-routes in Non-RADAR environment. Work will be done with CSA Co-Leads at the Co- Leads meeting to hand off eastern projects that will move to central under the new realignment. Western FPT and PBN have developed a coordination and tracking IFP KSN that eastern is adopting. The EFPT worked with KSN programmer during the week of August 20 to adapt the site for EFPT and PBN. AJV-5 has initiated the National Procedure Assessment (NPA) Procedure Retirement Program. NATCA participated in the RTCA TOC to make recommendations to the agency on how to implement the process. At this point it appears AJV-5 continued to establish the process without collaboration. Awareness of this situation was made when AJV-5 proposed cancelling multiple SIDs and STARs in the NAS, some that we are actively working in PBN projects and NEC. Work is being done to rectify the situation.
