GOVERNMENT AFFAIRS DEPARTMENT CONGRESSIONAL SCHEDULE The House is in recess until after the mid-term elections. The Senate is scheduled to be in session until October 29. GOVERNMENT SHUTDOWN AVERTED A government shutdown was averted at the end of September and a Continuing Resolution (CR) now funds parts of the government, including the FAA and other agencies that have not received full-year funding, through December 7. • Background: A partial government shutdown due to a lapse in appropriations beginning on October 1 was prevented when Congress passed a government funding bill that the President shortly after signed into law at the end of September. Specifically, Congress passed an appropriations bill that funds the departments of Defense, Labor, Health and Human Services, and Education for a full Fiscal Year (FY 2019), combined with a short- term CR to keep the rest of the government – including the FAA – running through December 7. • FAA Funding: The FAA receives funding via the Transportation, Housing, and Urban Development (THUD) appropriations bill. A new, FY 19 funding bill for THUD was not enacted into law by the October 1 deadline. Instead, a short-term CR was enacted to keep the FAA open until a longer-term funding bill can be signed into law. See the chart below for the FY 18 enacted levels, which will be in effect until December 7 when a new funding bill must be enacted into law to prevent a partial shutdown at the FAA. • NATCA Impact: Appropriations bills provide funding for the government, including the FAA. This is separate from FAA Reauthorization, which provides authority for the FAA's programs. More information on FAA Reauthorization is below.
