LABOR RELATIONS DEPARTMENT NAS/NON-NAS CEDAR PERMISSIONS On Oct. 11, 2018, the Agency briefed NATCA regarding proposed changes to add new permissions to CEDAR that will affect the Quick Listen function in Falcon. The new permissions would allow facilities to give individuals access to listen to all recorded voice phone lines in Quick Listen or to exclude phone lines on which PII or sensitive personnel information may be exchanged. During the briefing, NATCA and the Agency discussed ensuring that these permissions not affect the access to recorded lines that individuals already have. NATCA will submit proposals regarding maintaining access to recorded voice lines. POCs: National Safety Committee Chairman Steve Hansen, National Training Lead Tom Adcock, National Safety Committee Member Nathan Vinson, Chief of Staff Dean Iacopelli, Director of Labor Relations Ryan Smith, and Labor Relations Attorney Grant Mulkey COMPUTER SPECIALIST SERIES 0334 TRANSITION TO SERIES 2210 NATCA was recently briefed on the Agency's plan to transition all IT positions classified as Computer Specialist Series 0334 to Series 2210, beginning the week of Oct. 14, 2018. The basic title for the 2210 Series is IT Specialist. The change will be a series and title change only. There will be no changes to duties, salary, pay band/grade, or bargaining unit representation. Employees in current Computer Specialists Series 0334 will receive a personnel action SF-50 and a standardized JAT in eOPF to document the change. Employees will also receive a communication document that will provide information addressing the transition in a detailed Q&A format. Agency-wide, 549 NATCA BUEs will move from the 0334 Series into the 2210 Series. 432 of these BUEs are from AFN and 117 are Automation Specialists located at En Route facilities. POCs: National NATCA FAST Representative Ralph Pagington, Information Security Services (AIS) Lead Representative Pam Rusk, AIT National Representative Ken Slauson, and Labor Relations Representative Melinda Kim FAA OCCUPATIONAL SAFETY AND HEALTH ORDER 3900.19C MOU On Nov. 15, 2018, NATCA and the Agency signed a Memorandum of Understanding (MOU) concerning Occupational Safety and Health (OSH) Order 3900.19C. The MOU establishes how the parties will collaborate to review and validate any orders, standard operating procedures (SOPs), or other written directions to supplement Order 3900.19C for each line of business/staff office with NATCA bargaining unit employees. The parties will also collaboratively develop plans, as necessary, to address any deficiencies identified during the review and validation process.
