LABOR RELATIONS DEPARTMENT EMP-1.37 AIR TRAFFIC CONTROL SPECIALIST HIRING On Dec. 14, 2018, the Agency briefed NATCA regarding EMP-1.37 Air Traffic Control Specialist Hiring. EMP-1.37 outlines the Agency's policies for recruiting, assessing, and selecting candidates for ATCS positions. It cancels and replaces Policy Bulletin 90: Air Traffic Control Specialist Hiring for New Appointments. EMP-1.37 addresses numerous aspects of ATCS hiring, including: recruitment; maximum entry age; mandatory separation; qualifications and other requirements; position level and setting salary; training; external recruitment of entry-level candidates; reinstatement of certain former ATCSs; and reemployed annuitants. NATCA is carefully reviewing EMP-1.37 and will determine whether to submit bargaining proposals to the Agency. POCs: National Training Lead Tom Adcock, Chief of Staff Dean Iacopelli, Special Counsel to the President Eugene Freedman, Director of Labor Relations Ryan Smith, and Labor Relations Attorney Grant Mulkey BRIEFING REQUESTS On Dec. 13, 2018, NATCA requested a briefing on the FAA Enterprise Network Service (FENS). We are currently waiting for a response from the Agency regarding our request. POCs: Labor Relations Attorney Grant Mulkey and Labor Relations Coordinator Kendal Manson On Dec. 6, 2018, NATCA requested a briefing on HRPM EMS-11.2: Guidance on Pay Issues Related to Disaster/Emergency Situations. We are currently waiting for a response from the Agency regarding our request. POCs: Labor Relations Attorney Grant Mulkey and Labor Relations Coordinator Kendal Manson
