NATCA NATIONAL OFFICE DEPARTMENTAL UPDATE March 25-April 8, 2019 LABOR RELATIONS DEPARTMENT 3-D WORK PLAN NATCA has been working with the Agency in a collaborative workgroup on an initiative called 3-D Work Plan. 3-D Work Plan is an enhancement of the Agency's current project management processes designed to leverage the best practices throughout the Agency. The managers from the Planning and Requirements Group (PRG) and Engineering Services (ES) tasked the workgroup with developing a program to provide planned projects that are predictable, integrated, and completed on time. The workgroup has finished its tasking and is now conducting workshops with the project teams from PRG and ES to discuss how to successfully execute the 3-D Work Plan. The workshops include walking through available resources and guidance in practical application. The workshops will conclude in the first half of 2019 across the three service areas. The parties' collaborative approach to the 3-D Work Plan initiative will continue until July 2019. POCs: Region X Regional Vice President Curt Howe, Region X Alternate Regional Vice President Michael MacDonald, and Labor Relations Representative Melinda Kim. SEAD 3 IMPLEMENTATION DATE On Feb. 21, 2019, NATCA and the Agency signed a Memorandum of Understanding (MOU) concerning the Agency's implementation of Security Executive Agent Directive (SEAD) 3: Reporting Requirements for Personnel with Access to Classified Information or Who Hold a Sensitive Position. As explained in a prior update, SEAD 3 is a new electronic reporting tool for BUEs who hold a security clearance or occupy a sensitive position. The implementation date of SEAD 3 for affected NATCA BUEs is June 30, 2019. Affected NATCA BUEs will receive instructions on the SEAD 3 reporting requirements by email and/or Mandatory Briefing Item (MBI) no later than April 15, 2019. POCs: Chief of Staff Dean Iacopelli, Director of Labor Relations Ryan Smith, and Labor Relations Attorney Grant Mulkey. eLMS REPLACING CMRIS On April 2, 2019, the Agency briefed NATCA regarding its plan to remove the Comprehensive Management Resource Information System (CMRIS) and replace it with the Enterprise Learning Management System (eLMS). CMRIS is a component in the Agency's process to manage training quotas and calls for training requirements. CMRIS is 20 years old and is built on aging and expensive technology. Replacing
