NATCA NATIONAL OFFICE DEPARTMENTAL UPDATE April 8-21, 2019 LABOR RELATIONS DEPARTMENT FACILITY TURNOVER REPORT FOR RMC EXTENSIONS MOU On April 16, NATCA and the Agency signed a Memorandum of Understanding (MOU) concerning the Agency's provision of Facility Turnover Reports to NATCA. The Agency will provide a Facility Turnover Report to NATCA on a monthly basis. The data in the Facility Turnover Report will be used to determine the existence of a continued organizational need to extend the time-limited appointments of Retired Military Air Traffic Controllers (RMCs), in accordance with Policy Bulletin #104: Employment under the Retired Military Air Traffic Controller Program and ATO's RMC Standard Operating Procedures. Under the ATO's RMC Standard Operating Procedures, an RMC's time-limited appointment may be extended if there is a continued organizational need at the RMC's facility of record as defined by the following: the staffing level of Certified Professional Controllers (CPCs) on-board is below the target; or the facility turnover (employees leaving the facility for other air traffic positions) within the past 24 months is greater than 25 percent. Additionally, the RMC must have achieved CPC status and demonstrated acceptable performance. FAA BRIEFING ON LOTUS NOTES CONFERENCE ROOM SCHEDULER (CRS) On April 9, the Agency briefed NATCA on its intent to replace Lotus Notes CRS with a web-based application for reserving rooms at the Technical Center. The new program will only be used at the Technical Center and will have several upgrades to make it easier to schedule meeting space. For example, it will automatically fill in the user's data. Full deployment is anticipated by the end of April 2019. NATCA does not have any concerns, and the Agency will be sending the training notification. BRIEFING REQUESTS On April 22, 2019, NATCA requested a briefing on the ABP 420 Reorganization/Realignment. We are currently waiting for a response from the Agency regarding our request.
