(Application) and Airmen's Information Manual (AIM), Sections 4-4-12 (Speed Adjustments), 5-2-8 (Departure Control), 5-2-9 (Instrument Departure Procedures), 5-4-1 (Standard Terminal Arrival Procedures), and 5-5-6 (Radar Vectors). The group agreed with most of the changes, but language was amended concerning 5-7-1 of FAA Handbook 7110.65, as well as 4-4-12 and 5- 4-1 of the AIM. The amended language will be provided to Andy Duda (AJV-8) and he will update the DCP's. • Phraseology Harmonization - We reviewed various proposals for STAR/SID phraseology concerning altitude clearances for Descend Via (DV) and Climb Via (CV), the use of STAR/SID name with DV/CV clearances and deleting altitude constraints. Yan Picard (Nav Canada) provided a short brief from ICAO surveys on phraseology (Pilots & ATC Phraseology) as well as phraseology conflict (SID/STAR Report on Potential Misunderstanding). Picard explained that until such time that the airspace allows for clearances such as those used within the FAA, NAV Canada will only be using phraseology that provides explicit clearances. Several discussions occurred, and before moving forward, it was decided to have everyone reach out with personnel within their organization and obtain information concerning phraseology for CV and DV and report back to Bennie Hutto no later than COB May 3. Below are some examples and the format of the information that should be discussed and submitted: CLIMB VIA OPTIONS CURRENT PROPOSED To climb via SID to the published top altitude and complying with restrictions CLIMB VIA SID CLIMB VIA SID (altitude) To climb via SID to an interim altitude complying with restrictions CLIMB VIA SID EXCEPT MAINTAIN (altitude) CLIMB VIA SID (altitude) Clearance for compliance with lateral path of a SID and delete altitude restrictions CLIMB AND MAINTAIN (altitude) CLIMB UNRESTRICTED (altitude) DESCEND VIA OPTIONS CURRENT PROPOSED To descend via STAR to the bottom altitude complying with restrictions DESCEND VIA (name and number) ARRIVAL DESCEND VIA STAR To descend via STAR to an interim altitude with restrictions DESCEND VIA (name and number) ARRIVAL EXCEPT CROSS (fix, point, waypoint), (revised altitude information) or DESCEND VIA (star NAME AND NUMBER) ARRIVAL EXCEPT AFTER (fix) MAINTAIN DESCEND VIA STAR (altitude)
