These votes all occurred during the 114th, 115th, and 116th Congresses. It is important to remember that there are new members listed who were not yet elected when several of the votes occurred. Members who voted on these bills but are no longer in office are not listed. H.R. 1108 Aviation Funding Stability Act of 2019 Following the 35-day government shutdown, House Transportation & Infrastructure (T&I) Committee Chairman Peter DeFazio (D-Ore.) introduced legislation that would authorize the FAA to draw from the Airport and Airway Trust Fund in the event of a government shutdown to ensure that all programs, projects, and activities can continue uninterrupted throughout the duration of the shutdown. NATCA also worked closely with Aviation Subcommittee Chairman Rick Larsen (D-Wash.) and Congressman Bob Gibbs (R-Ohio) to garner support for this legislation. In the weeks following introduction, NATCA activists worked tirelessly to gain broad, bipartisan support for the bill, which passed the T&I Committee on March 27, 2019. A companion bill has been introduced in the Senate (S.762) by Senator Jerry Moran (R-Kan.), however NATCA is focusing on the House version of the legislation to garner as much support as possible for this initial step in the legislation process, and will shift focus to the Senate bill when our work is done in the House. As a result, you will not find this legislation listed for your senators. The list of co-sponsors for H.R. 1108 is updated as of Friday, May 10. As such, there may be additional co-sponsors by NiW that are not reflected here. Senate Vote to Re-Open Government ("Schumer Plan") On Jan. 24, 2019, during the 35-day government shutdown, the Senate voted on amendment #6 to H.R. 268, a proposal to reopen the government by providing a two-week continuing resolution. The proposal was rejected mostly along party lines by a vote of 52-44, with six Republicans joining all Democrats in voting yes. We were disappointed by the failed vote, but the process opened the eyes of both parties of the reality that they had to work together to reach an agreement to end the shutdown. Prior to the vote, on Jan. 23, NATCA President Paul Rinaldi sent a letter to all U.S. senators expressing strong support for any and all legislation that would end the partial government shutdown and reopen the Federal Aviation Administration (FAA). Because this vote occurred in the Senate, you will not find this vote listed for your representative. Senate Vote to Re-Open Government ("McConnell Plan") On Jan. 24, 2019, during the 35-day government shutdown, the Senate voted on amendment #5 to H.R. 268, a proposal to reopen the government by providing full Fiscal Year (FY) 2019 funding for the nine departments that were shut down. This proposal also included President Trump's immigration proposal. The proposal was rejected along party lines by a vote of 50-47. Like the Schumer Plan, we were disappointed by the failed vote, but the combination of the failed votes resulted in a bipartisan group of senators taking to the Senate floor to urge their colleagues to work together to reach an agreement to end the shutdown. Prior to the vote, on Jan. 23, NATCA President Paul Rinaldi sent a letter to all U.S. senators expressing strong support for any and all legislation that would end the partial government shutdown and reopen the Federal Aviation Administration (FAA). Because this vote occurred in the Senate, you will not find this vote listed for your representative.
