The MOU guarantees that eligible bargaining unit employees (BUEs) who enter into phased retirement as part of the pilot program will have their performance plans administered in accordance with the Parties' collective bargaining agreement (CBA). It also ensures that NATCA will receive advance notice and an opportunity to comment and/or negotiate any revisions or updates to a phased retiree's job documentation or position description. ORDER VS 1900.50 - AVS EMERGENCY MANAGEMENT PROGRAM On Oct. 15, the Agency briefed NATCA regarding Order VS 1900.50 AVS Emergency Management Program. The Order: (1) establishes the Office of Aviation Safety's (AVS) emergency management program; (2) articulates the mission, scope, and organization of the program; (3) identifies key emergency preparedness, response, and recovery activities; and (4) assigns roles and responsibilities to program participants. The Order includes an AVS-wide implementation plan as well as specific guidance for each AVS component, including the Office of Aerospace Medicine (AAM) and the Aircraft Certification Service (AIR). During the briefing, NATCA asked questions regarding the scope of the Order, whether NATCA BUEs will have any roles or responsibilities under the program, and what training, if any, BUEs will receive under the Order. The Agency explained that it is currently implementing Emergency Management Basic Academy training with its Emergency Planners, and the training will then be offered to the workforce. The Agency has not yet developed a waterfall schedule for disseminating this training. As for which BUEs, if any, will have roles or responsibilities as part of the program, the Agency will provide that information to NATCA as a follow-up item.
