development. Currently awaiting the final EA document which will hopefully be signed by late February so the facility can begin workforce training. AJV finally got around to briefing NATCA on the plans for a reorganization of AJV. The Art 7 reorg briefing took place on Sept. 24. We still don't have a lot of information on the details of where PBN work will land within the new AJV structure, but have been given assurances that the Metroplex process and 7100.41A process, along with the accompanying MOUs, will remain unchanged. More details to follow soon. The PBN Program Office continues to work with the VORMON Program Office to integrate and coordinate PBN activities with the VOR MON waterfall schedule through 2025. The PBN Co-Leads met Aug. 27-29 in Washington with co-leads represented from all three service centers to continue to work on prioritization of single site projects and briefings from various LOBs. NATCA National Airspace Update by Jim Davis The NATCA Airspace and Procedures Committee met Sept. 26-27 at the NATCA National Office. Discussions took place about future committee membership and how it can set goals that will help support airspace and procedure redesign in the future. The team scheduled its final meeting of the year for Dec. 16-17 in Washington. RNAV and PERFORMANCE BASED NAVIGATION (PBN) Bennie Hutto (PCT) is the Article 114 Rep for RNAV and PBN criteria work. His report is below: Standard Terminal Arrival (STAR) Criteria WG - Based on draft changes sent out by AFS-420, a collaborative and collective letter was submitted from AJV-14, AJV-83, and myself, advising AFS that the proposed changes do not provide the flexibility needed for facilities to design and implement procedures. We are waiting on a response from AFS- 420 on when the STAR WG will reconvene. Standard Instrument Departure Criteria WG - We continue to participate in weekly or bi- weekly meetings discussing criteria concerns and proposed changes pertaining to FAA 8260.3, United States Standard for Terminal Instrument Approach Procedures; FAA 8260.46, Departure procedure (DP) Program; and FAA 7110.65, Air Traffic Control. PARC NAV WG - We participated on a telcon where we discussed the following: • Need for Advanced RNP CONOPS - Barry Miller (FAA AIR) reported that he and the team had not yet been able to get together to do an outline. If all goes well, we should have an outline to discuss in the November F2F. • RF.TF Concurrent Ops Validation Report Review - The team did an initial review of the document drafted by Mike Cramer (MITRE). Mike was interested in the group's feelings on the content and organization of the draft and wanted to have discussion on any topics the team felt needed more. A couple of items were brought up which should be added. Gary Petty (FAA AFS-420) and others agreed that in the "considerations" there should probably be a discussion of harmonizing with Established on RNP (EoR) using Track-to-Fix (TFs). Mike will
