• The National OSHECCOM passed a motion to make reducing falls, slips, trips a special emphasis for this year. • Requirement: Per FAA Order 3900.19C (action date, 3/11/20), LOB/SOs must establish and implement their own OSH Programs. The DASHO Support Group provides support for Agency-wide OSH programs and issues. National Public Access Defibrillation (PAD) Program - Continued funding is needed for FAA facilities with 50 or more employees. New funding is needed for FAA/ATO facilities with 10-49 employees. The program has been a success in FAA locations with 50 or more employees. 80 percent survival rate for witnessed sudden cardiac arrest (SCA) incidents with Vfib rhythm, compared to 38 percent national average. There is 100% maintenance of all units. Program success is driving demand for defibrillators in locations with fewer than 50 employees. The PAD program is not an OSH compliance issue, which complicates funding sustainment. Funding of portable units has been paused. Occupational Medical Surveillance and Recordkeeping (Occ Med) Program - Feb. 25, 2015: OSHA cited FAA for not retaining employee Occ Med records. Occupational Employee Medical Folder (EMF) Records Notification required by 29 CFR 1910.1020 to all FAA employees occurred on May 7, 2019. FAA Broadcast and LR notification to Unions occurred on July 15, 2019. A major change was implemented to FAA injury and illness reporting and recordkeeping. As of July 1, 2019, the FAA began using the Employee's Compensation Operations and Management Portal (ECOMP) to report injury and illnesses. Safety Management Information System (SMIS) still used for unsatisfactory condition reports (UCRs). 3900.19C - The workgroup briefed the sponsors on Oct. 22. Collaborative Work Group on Establishment OSHECCOMs - The workgroup will meet face-to-face in Washington in November. Collaborative Work Group on OSHECCOM Communication - The workgroup briefed the National OSHECCOM members on Oct. 24. The National OSHECCOM members voted on whether to adopt any of the workgroup's recommendations. OSH Issue Reporting - If you have an OSH issue at your facility, use your normal reporting process. i.e. OCC, UCR etc. Also, contact your NATCA Regional OSHA Rep.
