NATCA NATIONAL OFFICE DEPARTMENTAL UPDATE December 30, 2019 – February 3, 2020 LABOR RELATIONS DEPARTMENT VOLUNTARY LEAVE BANK (VLB) AND CASTLE BRIEFING On Jan. 21, the Agency provided NATCA with a briefing and a demonstration of the CASTLE program, which the Agency has proposed to use to manage applications to the Voluntary Leave Bank (VLB). The objective of the demonstration was to show how a bargaining unit employee (BUE) would establish a CASTLE account, how a BUE could become a VLB member, how a BUE could use CASTLE to make leave donations, and how a BUE could apply to become a VLB recipient. NATCA is still awaiting promised information from the Agency. Once received, NATCA will develop and submit proposals. AIR TRAFFIC SERVICES (AJT) FIELD STRUCTURE EVOLUTION On Jan. 13, the Agency briefed NATCA regarding its intent to expand the current district framework for Air Traffic Services (AJT). The current framework is composed of Air Route Traffic Control Centers and the terminal facilities within each Center's boundaries. The expansion will increase the number of districts from 18 to 22. It will also realign all facilities within their geographical boundaries and Service Areas. As part of the evolution, the Agency will eliminate the District Manager of Operations (DMO) and District Manager of Support (DMS) positions and replace them with Assistant General Manager positions. Shared services within AJT will continue, but employees will now report to a management team member within their duty location or building. BRIEFING REQUESTS On Jan. 15, NATCA requested a briefing on the AIR-700 Refinement Plans for AIR-720 and AIR-730. This briefing occurred Jan. 29.
