SAFETY AND TECHNOLOGY DEPARTMENT December 30, 2019-January 5, 2020 Update COMMERCIAL SPACE Paul Behan is the Article 114 Commercial Space Rep. ALR: The Acceptable Level of Risk (ALR) implementation team met on Dec. 10. AST briefed AOV on Dec. 11 regarding the differences in ATO and AST (1x10-6 vs 1x10-9) safety standards with the hopes of getting guidance/direction. Tim Arel is also forming an ALR policy workgroup to report to the SMS executive council. The ZOA oceanic ALR tabletop has been postponed until March due to schedule conflicts with Tech Refresh. QP Draw: On Dec. 10, Mr. Behan briefed the full ERAM National User Team along with AJR and AJV counterparts on the ways in which operationalizing the QP Draw function in ERAM would reduce controller distraction and workload at the sector level on launch days. Currently, all hazard areas are manually entered into ERAM from a live radar position, requiring the CPC to enter as many as 16 sets of lat/long coordinates and then draw the boxes. This functionality would allow for hazard areas to be drawn from a closed position and/or an AT workstation and then forced to the display of the appropriate sectors. Letters of Agreement: The Eastern Range LOA for the 45th Space Wing at Patrick AFB is ongoing while the 30th Space Wing at Vandenberg AFB LOA is nearing completion. A recurring issue is NATCA's insistence that responsibility for issuance of THA NOTAMS be specified in the LOA. The FAA is seeking guidance as to the legality and appropriateness of the Command Center issuing these NOTAMs. DARPA Launch Challenge: There is only one remaining participant in the DARPA Launch Challenge. Astra will launch from both Kodiak and Wallops Island to complete the challenge. The Astra LOA with Kodiak will be the governing LOA, with no additional LOAs needed. This will be an AST commercially licensed launch and ALR procedures could be possible, although no procedures for the issuance of THA NOTAMs were addressed in the LOA. The USAF expressed concerns for the potential need to activate alert fighters off of Anchorage and how launch airspace might impede that ability. DARPA extended invitations to the Joint Space Operations Group (JSpOG) to attend a launch. CARF 50114 Class: The Command Center had been engaging in a re-vamp of the 50114 class for Central Altitude Reservations Function (CARF), but with an added Space Operations Module. The FAA had been engaging in this training development without NATCA involvement, however at our insistence we were then included in the review of old materials as well as the development of new materials. A course run- through was held at the Command Center the last week of January and a first-course conduct will be held at the Command Center the last week of February.
