N A T I O N A L C O N S T I T U T I O N S U M M A R Y O F C H A N G E S 4 Summary of Changes to the NATCA Constitution, Standing Rules, and Policy & Position Statements Approved at the 2023 NATCA National Convention Preamble, Article III, IV, VI, VII, VIII, IX, XII, XIII, XV, SRB-4, SRF-13, SRF-17, SRH-2, SRH-9, SRH-15, SRI-5, SRI-9, SRL-1, SRL-2, SRL-7, SRM-7, SRN-5, SRN-7, SRN-9 - Amended the following bylaws to remove gender-specific pronouns. This was a continuation of A21-01 that was referred to a committee at the Houston Convention in 2021. These changes reflect the results of the committee report in addition to amending Article VI Section 5 to clarify the Union's position on discrimination to be in line with the U.S. Equal Employment Opportunity Commission. (A23-01) Article VIII, Section 5 – Amended to clarify language and add a Member/Delegate Count table within the Article. (UA23-12) Article VIII, Section 6 – Amended to change and provide timelines for the President to establish a Credentials Committee Chairperson and Credentials Committee. Also, increased the committee composition from 3 to 6 members. (UA23-14) Article XV, Section 1 – Amended to reorganize the structure defining Cumulative and NATCA Bargaining Unit Times. (A23-10) SRB-4 – Amended to correct a typo "retirements" from being plural to singular. (R23-01) SRD-10 – Amended to allow the NEB less restrictions when declaring open seasons. Original proposal was amended by the convention body to remove "as recommended by the Organizing Committee." (R23-05) SRH-7 – Amended to remove NEB funding of the Committee; the Historical Committee will be responsible for its own budget line within NATCA. (R23-07) SRI-9 – Amended to fix a typo "i.e." to "e.g." (R23-28) SRN-5 – Amended to remove ambiguity of "Vice President" and fix a typo "formal" to "former." (R23-29) PSA-6 – Added to express NATCA's support for private health care options for mental wellness and health treatments. (R23-25) PSE-3 – Added to express NATCA's support for RNAV's inclusion within NATCA. (R23-26) PSF-9 – Added to express NATCA's support for Locals' access to stable, reliable, and preferably hardwired internet. (R23-16) PSG-1 – Amended to correct a typo "air space" to "airspace." (R23-20) PSG-5 – Amended and renamed to remove ASSC and express NATCA's support for Airport Surface Surveillance. (R23-21) PSG-6, PSG-9 – Amended to incorporate PSG-9 into PSG-6. PSG-6 language was updated, and PSG-9 was removed. (R23-22) PSH-1 – Adopted to establish Krasner Day as the first day of convention business to educate and memorialize Barry's legacy within NATCA. (R23-24) PSH-2 – Adopted to honor Mike Palumbo by offering him a lifetime invitation to NATCA conventions. (R23-23) PSH-3 – Adopted to honor Paul Rinaldi with the status of President Emeritus. PSH-4 – Adopted to honor Dean Iacopelli with the status of Regional Vice President Emeritus. NATCA National Convention in 2027 will be in Chicago – The Convention body determined that the 2027 National Convention will be held in Chicago, IL. St. Louis withdrew their bid to be considered as a host city to support Chicago.
