For Reference The FAA decided to create the ATO Program Management Office (AJM) after taking a comprehensive look at whether the agency was positioned strategically for success as it implements some of the most ambitious transformations ever in the national airspace with NextGen. The internal study, known as Foundation for Success, examined how internal structures and processes could be improved to support NextGen. NextGen determined that better collaboration across lines of business would help advance initiatives more seamlessly and effectively. Congress endorsed the creation of the PMO on Sept. 19, 2011. The PMO assembles in one organization the majority of programs that specialize in program management. This allows operational groups to focus on the key daily mission of safely separating air traffic and maintaining our airspace system. And it allows the program organization to focus on managing better outcomes by developing improvements to our airspace and making sure these solutions are on time, cost effective and within scope. The Next Generation Air Transportation System (NextGen/ANG) is the FAA's multibillion- dollar program to modernize the U.S. National Airspace System (NAS). Recognized as one of the most ambitious infrastructure projects in U.S. history, NextGen aims to increase the safety, efficiency, capacity, predictability, and resiliency of American aviation. Within its scope are airport infrastructure improvements, new air traffic technologies and procedures, and safety and security enhancements. Through research and collaboration, NextGen is defining new standards and further advancing the FAA's global leadership in aviation. Established in 2010, Mission Support Services (AJV) fulfills the FAA mission by providing innovative and strategic direction for infrastructure and airspace design, developing policy, promoting international and domestic airspace safety, and ensuring superior execution of policies and procedures. Mission Support Services activities include designing airspace, procedures, and mapping to facilitate ATO projects across the country; processing staffing and budgets; and collecting and evaluating safety data. Additionally, AJV ensures airspace policies, strategies, procedures, and mapping fit current airspace needs, while leading international airspace coordination. Mission Support also oversees the operations of the Western, Central, and Eastern Service Centers in the Seattle, Dallas, and Atlanta areas. The service centers provide the link between headquarters technical programs and their integration in the operations environment. NATCA's Conduit for Safety and Technology The NATCA Safety & Technology Leadership Council (NSTLC) is NATCA's focal point for all safety issues, procedural changes, technology development and implementation, airspace modernization, and all associated training needs. Comprised of eleven members, the NSTLC includes the following NATCA employees and representatives: National Safety Committee (NSC) Chair, Director of Safety & Technology, Deputy Director of Safety & Technology, National Training Representative, National Airspace Representative, National Program Management Office (PMO) Representative, National NextGen Representative, National Procedures Representative, National Strategy Representative, and two National Executive Board Members. 21 COMMUNICATING FOR SAFETY • 2023
