ISSUE: ANTI-FEDERAL EMPLOYEE ENVIRONMENT The vast majority of federal employee aacks are meant to save money. Saving money on the backs of federal employees means pay and benefit cuts. No maer what the issue – increased health care contributions, increased pension contributions, high three to high five calculations – all result in less money in the paychecks of federal employees. The Simpson-Bowles Commission recommendations include increased employee retirement contributions, alterations to health benefits, chained CPI, and a 10 percent workforce reduction through arition. The current budget resolution leaves the door open to further aempts to balance the federal budget by making cuts to federal employee pay and benefits. 26
