NiW 2015: Q & A Q Q Q A A A What is the status of the FAA Reauthorization? What are NATCA's priorities for FAA Reauthorization? What type of FAA reform model does NATCA support? • The current FAA Authorization expires on September 30, 2015. • The Senate Commerce and House Transportation & Infrastructure Commiees have jurisdiction over this legislation. • Both commiees are currently drafting legislation to reauthorize the FAA. At this time, no bill has been introduced in either chamber. • The FAA Reauthorization bill must address the lack of a predictable, stable funding stream for a 24/7 operational system focused on safety. • Before we can support any change, we must carefully examine all of the specifics to avoid unintended consequences. • Safety will always remain our highest priority. • NATCA is open to reform that will allow the FAA to focus on operations and modernization instead of obstacles that arise from an unstable and unpredictable funding stream. • Any new model must be mission driven and ensure a stable, predictable funding stream to adequately support air traffic control services, staffing, hiring and training, long-term modernization projects, preventative maintenance, and ongoing modernization to the physical infrastructure. • Any new model must also ensure a robust, dynamic aviation system with continued growth and services to all segments of the aviation community. • It must also be veed among all stakeholders. Q A Does NATCA support privatization of air traffic control? • No. NATCA does not support privatization. • We are opposed to any system that derives profit from the air traffic control system. However, we have not opposed a not-for-profit model outright, as long as it supports the system with a stable and predictable funding stream and protects the NAS and its workforce. • We are open to having a discussion about structural change at the FAA, as long as safety remains the top priority. • The NAS currently lacks a stable and predictable funding stream, which has led to delayed modernization projects, difficulty maintaining a fully staffed system, and repeated furloughs of FAA employees.
