ISSUE: FAA REAUTHORIZATION
NATCA uses the FAA Reauthorization bill as a method to advance policy provisions that are critical to the
system and our workforce.
For example, in the last reauthorization bill, we were able to codify a critical collective bargaining fix in Title 49
of the United States Code, which created a dispute resolution process that directs all contract impasses to be
decided by an independent, third-party arbitration panel if mediation does not resolve the dispute first. That
provision protects our members against having work and pay rules imposed on them by an anti-workforce
employer. We also successfully advocated for a science-based staffing study, collaboration, participation in
FAA's realignment process, and stakeholder involvement in other FAA decisions.

HOW THIS ISSUE AFFECTS
NATCA MEMBERS:
The FAA Reauthorization bill is a measure that
establishes, continues, and/or modifies FAA
programs and activities. The current authorization
expires on Sept. 30, 2015.
The last FAA Reauthorization bill was delayed over five
years with 23 extensions. During that time, we were
faced with a partial shutdown of the FAA, multiple
threats of a complete shutdown of the FAA, and
continuous funding uncertainty.
NATCA urges lawmakers to ensure the upcoming
FAA Reauthorization bill addresses the lack of a
predictable, stable funding stream for the 24/7
operational system focused on safety.
