Consequently, the Agency cancelled its policy covering the program, EMP - 1.20a, the Employment of Retired Military Air Traf fic Controllers Program. NATCA requested a briefing from the Agency pursuant to Article 7 of the parties' collective bargaining agreement, and the Agency briefed NATCA regarding the cancellation on October 7, 2015. According to the Agency, there has been l imited use of the RMC hiring authority, which has caused its reconsider ation of the program's future. Also according to the Agency, it now has sufficient ATC candidates from which it can recruit, so ostensibly recruiting RMCs is no longer as crucial to sta ffing. Finally, the Agency states that the RMC program does not align with other FAA polic y on time - limited appointments. At the briefing, NATCA countered the Agency's assertions as to why the program is no longer necessary, as NATCA does not agree with it s reaso ning for canceling the program. Importantly, despite the program's cancellation, current RMCs will be grandfathered in and will serve the duration of th eir time - limited appointments. Further, at the briefing, the Agency expressed support for the con cept of default consideration of RMCs under vacancy announcements for non - covered positions for which the RMCs are otherwise qualified, although there have been reports of some problems with this in the field.
