NATCA POCs: AIR National Representative Tomaso DiPaolo, Della Swartz, and Labor Relations Representative Melinda Kim NATCA CONDUCTS ARBITRATION HEARING ON AOV DESK AUDITS In September 2014, NATCA became aware that AOV had scheduled a "desk audit" aimed at assessing whether the Air Traffic Organization (ATO) was in compliance with the requirements for the Minimum Safe A ltitude Warning System (MSAW). AOV requested documents and data from several facilities including Tech Ops, Air Traffic , and OSF facilities as part of this "desk audit." On October 1, 2014, NATCA sent the Agency a cease and desist letter, stating that the AOV audit violated Ar ticle 51 of the Parties' CBAs. NATCA filed a national grievance on October 14, 2014. On November 3, 2014, the Agency responded to NATCA's grievance arguing that a "desk audit" is a paperwork - only audit that is conducted exclusively from FAA HQ in Washington and, thus, denyin g any violation of Article 51. The national grievance was thereafter approved for arbitrati on and a hearing date was set. That hearing was held on Monday, November 9, 2015, at NATCA , before Arbitrator Shyam Das. During the hearing, NATCA presented convincing testimony from its witnesses: Bryan Zilonis , Steve Hansen, and Troy Barr. N ATCA's POCs are preparing to submit post - hearing briefs, which are due on January 8, 2016. We are currently waiting for a response from the Agency regarding our request. NATCA POCs: Senior Labor Relations Attorney Erina Hammond, Labor Relat ions Representative Melinda Kim, and Labor Relations Coordinator Kendal Manson On November 6, 2015 , NATCA requested a briefing on the Validation of the Air Traffic Selection and Training (AT - SAT) Replacement. The briefing has been scheduled for November 16 th. NATCA POCs: Director of Labor Relations Ryan Smith and Labor Relations Coordinator Kendal Manson November 3, 2015 , NATCA requested a briefing on the organizational changes to FAA Acquisition and Business Services (AAQ - 2). We are currently waiting for a response from the Agency regarding our request.
