Iacopelli, Phil Barbarello, Director of Labor Relations Ryan Smith, and Labor Relations Attorney Greg Shoemaker FAA BRIEFING ON MAINTENANCE TECHNICAL HANDBOOKS (MTHB) On Oct. 13, 2015, NATCA re ceived a briefing on FAA Notice JO 1320.172 – Interim Notice and Letter of Authorization (LOA) Guidance that Affects Maintena nce Technical Handbooks (MTHB). The Notice provides instructions to all MTHB Offices of Primary Responsibility (OPR) to maintain an d publish an electronic order with applicable notices and associated Letters of Authorization (LOA) for the 6000 - series MTHB official configurations. The Notice is drafted based on user feedback to Technical Operations concerning user difficulty in findin g technical notice and LOA info rmation associated with MTHBs. In response, AJW initiates the Notice to provide a more streamlined and standard process to add associated technical notices and LOAs that affect MTHB guidance to the FAA Form 600.25, Record of Change (ROC), found in the MTHB. The Notice provides instructions on MTHB administrative format guidance for paper and electronic issuance, to support field technicians by adding instructions for (1) incorporating equipment Notices and LOAs; (2) the Reco rd of Change (ROC) Form; (3) using the Adobe bookmark features; and (4) specific electronic MTHB notification. There are no changes to the working conditions of BUEs stemming from the implementation of this Notice. As such, th e Union will close the issue.
