FAA investigations team included Event Investigations Manager Larry Johnson, Jeff Hitchings from the Central Service Center Quality Control Group, and Brooke Lewis, Offi ce of Chief Counsel (AGC - 400). NATCA Labor Relations represented all bargaining unit employees interviewed by the NTSB in its investigation. NATCA PARTICIPATES IN NTSB INVESTIGATION AT TALLAHASSEE (TLH) On Saturday, November 14, 2015, NATCA participated in an NTSB investigation at Tallahassee Ai r Traffic Control Tower (TLH). The NTSB came to the facility to investigate an accident of a twin - engine Cessna that resulted in two f atalities on November 9, 2015. NTSB assembled an ATC workgroup, which included NTSB Investigator Bryan Soper, NATCA ASI Eric St ormfels, and an FAA Safety SME. A representative from NATCA's Labor Relations Depa rtment represented all bargaining unit employees interv iewed by the NTSB and the FAA. NATCA RECEIVES BRIEFING ON AGENCY'S PLAN TO VALIDATE CHANGES TO THE AT - SAT On Novembe r 16 and 23, 2015, NATCA met with the FAA to discuss the Agency's plan to research the validity of potential changes to the AT - SAT, use d in selecting ATC candidates. The FAA seeks alternatives to the AT - SAT, due to the dated nature of the test, its over - ex posure, and large group differences in results. The Agency seeks NATCA input into the validation of potential new assessments, including its plan to ask 2000 randomly - selected CPCs, across facility types and complexity levels, to take a six - hour test at a nearby testing facility, with the goal of gathering the data generated f rom these tests by April 2016. Discussions regarding the Agency's proposed plans are ongoing between the parties. BRIEFINGS On November 25, 2015 , NATCA requested a briefing on the Relocation of the New York Regional Office. We are currently in the process of scheduling this briefing. On November 18, 2015 , NATCA requested a briefing on FAA Order 8100.15B Change 2, Organization Designa tion Authorization Procedures. We are currently in the proce ss of scheduling this briefing.
