selecting ATC candidates. The Agency seeks NATCA's logistical assistance as it plans to ask 2000 randomly-selected CPCs, across facility types and complexity levels, to take a six-hour test at a nearby testing facility, with the goal of gathering the data generated from these tests by April 2016. The parties recently signed an MOU forming a Workgroup to encourage CPC participation in testing and address issues as they arise. Discussions are ongoing between the parties. FAA PROCESSES REIMBURSEMENT PAYMENTS IN DOD SCHOOLS PRE- KINDERGARTEN CASE This week, several NATCA BUEs received reimbursement payments from the FAA, in a culmination of the long-running DoD Schools Pre-Kindergarten matter. In April, Arbitrator Douglas Hammond sustained NATCA's grievance challenging the FAA's arbitrary exclusion of pre-K education from the tuition reimbursements that the Agency makes to the DoD Schools, on behalf of NATCA BUEs' school-age dependents in Puerto Rico and Guam. The Arbitrator ordered the Agency to reimburse the DoD for dependents' pre- kindergarten tuition going forward, and to make whole negatively impacted BUEs from July 13, 2013, to present. The Federal Labor Relations Authority affirmed this decision on Sept. 8, 2015. Going forward, thanks to NATCA's efforts over the last several years, BUEs in Puerto Rico and Guam will now have the option to send their children to the DoD Schools from pre-kindergarten through high school. BRIEFING REQUESTS On Dec. 21, 2015, NATCA requested a briefing on the Air Traffic Snack Bar and Vending Machine Changes at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City. We are currently waiting for a response from the Agency regarding our request. NATCA POCs: Labor Relations Attorney Greg Shoemaker and Labor Relations Coordinator Kendal Manson. On Dec. 16, 2015, NATCA requested a briefing on the Creation of ANE-112 and ANE-151. We are currently waiting for a response from the Agency regarding our request. NATCA POCs: Labor Relations Attorney Nicole Vitale, Labor Relations Attorney Suzanne DeFelice, and Labor Relations Coordinator Kendal Manson. On Dec. 15, 2015, NATCA requested a briefing on Development Assurance (AEH, Systems, and Software Audits). We are currently waiting for a response from the Agency regarding our request.
