LABOR RELATIONS DEPARTMENT Drug and Alcohol Committee (DAC) Meeting with the Agency and DOT On Jan . 19, 2016, the Drug and Alcohol Committee (DAC) held a joint meeting with the FAA to discuss various issues and concerns relate d to drug and alcohol testing. Some of the issues discussed were elevated from the field to the DAC for resolution. The DAC holds on - going meetings with the representatives of the FAA and DOT to discuss and resolve broad ranging problems arising from the Agenc y's substance testing program. The next meeti ng will be held in the spring. The DAC can be reached by email ( dac@natca.net ) with questions, concerns, and issues relating to substance tes ting. Airports Electronic Document Management System (ARP eDMS) On Jan. 22, 2016, NATCA attended a briefing on Airports Electronic Document Management System (ARP eDMS). The Airports Line of Business (ARP) plans to implement a centralized electronic docu m ent filing system called eDMS. The system will address organizing ARP's high volume of paper documents by centralizing them through a standardized method. This will allow documents to be more searchable than its current capability. ARP offices currently use a network drive filing system, which limits search capability, with no sta ndardized document management. The current system also limits the ability to distinguis h the latest content versions. eDMS introduces enhanced features such as providing better search engine based descriptive information, seamlessly maintaining different formats of the same content, routing content for review and approval, ensuring secure back - ups, reducing need for physical space for paper document storage, and providing web ac cess to the system. NATCA POCs: Labor Relations Representative Melinda Kim, Labor Relations Attorney Suzanne DeFelice, Airport National Representative Sam Samad, and Safety and Technology Coordinator Chris Stephenson NATCA LR Attends Briefing Regarding AJV Organizational Health Index Survey On Jan . 21, 2015, NATCA LR attended a briefing regarding the Agency's Organizational Heal th Index (OHI) survey for AJV. The OHI is being conducted by McKinsey, an outside contractor that performs organizationa l health surveys and research. The OHI is designed to predict an organization's capacity to perform in the long term and help develop tactics to i mprove organizational success. The OHI is online, and individual participants will receive a link from McKinsey with d etailed instructions. The survey takes approxi mately 20 minutes to complete. The Agency stated that the survey is confidential and anonymous. Individual responses will be stored on the McKinsey servers and only seen by t he analytics team at McKinsey. Non e of the responses will be attributed to specific employees and data will only be a nalyzed at an aggregate level. The survey will be open for approximately two weeks. NATCA Prepares for Arbitration over Military/DOD Controllers' Pay Issue On Feb. 24 and 25, 2016, NATCA will arbitrate a contract interpretation case over the language in Article 108 , Section 4.C of the Red Book. The hearing will be held in Anchorage, Alaska before Arbitrator Kathy Ei senmenger. Under Article 108, Section 4.C, incoming milita ry or DoD controllers with "52 consecutive weeks experience as a certified air traffic controller" are due pay at the lowest Developmental pay level when
