Airspace AJV - 7 (AT Requirements): RNAV and Performance Based Naviation (PBN) Data C omm Integrated Display System Replacement (IDS - R) NAS Voice Switch (NVS) Surveillance Broadcast Services (SBS) Office Unmanned Aircraft Systems (UAS) LABOR RELATIONS DEPARTMENT NATCA URGES PARTICIPATION IN FAA'S AT - SAT REPLACEMENT VALIDATION TESTING Recently, many NATCA BUEs received notice that they had been randomly selected to participate in the FAA's AT - SAT replacement va lidation testing, which the Agency is conducting in conjunction with APT Metrics. NATCA urges those CPCs selected to participate in this very important endeavor. APT Metrics must test at least 1600 CPCs to accurately validate the replacement test. Only by quickly validating a replacement to the AT - SAT can the FAA's CPC staffing crisis begin to be addressed. Unfortunately, the current number of CPCs who have either completed testing or signed up to test is far below the needed number to validate the test. NA TCA encourages selected BUEs to work closely with their FacReps and ATMs to schedule a testing date as soon as possible, and to discuss any questions or concerns with their FacReps or RVPs/ARVPs immediately. FLRA ISSUES CERTIFICATION OF REPRESENTATIVE TO NATCA FOR AFN BARGAINING UNIT On January 25, 2016, the FLRA issued a Certification of Representative to NATCA for the new bargaining unit in the Agency's Office of Finance and Management (AFN). The unit includes all bargaining unit eligible professional and nonprofessional employees nationwide in AFN, excluding employees of the Mike Monron ey Aeronautical Center, Regions and Center Operations. The next step is for the FAA to work with OPM to obtain a new bargaining unit status (B US) code for the AFN - wide unit. NATCA ATTENDS BRIEFING REGARDING AIR - 300 On Monday, January 25, 2016, NATCA received a briefing regarding AIR - 300, th e System Performance Division. The new division of AIR w ill develop and track metrics for AIR performance, organizational health, and stakeholder satisfaction; develop and convey AIR's messages to stakeholders; monitor and support AIR national initiatives; and facilitate the spreading of best practices to all s takeholders. Employees will be moved from AIR - 10, AIR - 150, AIR - 500, and ANM - 190 into the new organization. The Agency stated in the briefing that there will be no change i n duty locations for employees. However, front - line managers, assignment of work, and second - and third - line managers will change for some employees. NATCA is developing an MOU regarding this issue.
