NATCA MEETS WITH THE AGENCY TO DISCUSS AN IMPLEMENTATION P LAN FOR THE OSH REPRISAL ORDER On Feb. 26, 2016, NATCA met with the FAA to discuss the implementation plan for FAA Order 3770.14, FAA Procedures for Responding to Allegations of OSH Reprisals. Order 3770.14 establishes new procedures to ensure that no employee is subject to restraint, interference, coercion, discrimination or reprisal for filing a report of an unsa fe or unhealthy working condition, or other participation in Agency occupational safety and health program activities, in complian ce with Executive Order 12196. It was initially developed by a jo int labor/management workgroup. During the Feb. 26, 2016, mee ting, the parties determined that the implementation plan for the Order will include mandato ry training for all employees. A joint NATCA/FAA workgroup will meet on March 29, 2016, to develop this training. FAA PRINT MANAGEMENT On Feb . 22, 2016, NATCA received an Article 7 briefing in accordance with the parties' collective bargaining agreements on Notice 1720, a national polic y notice for the administration of Managed Print Services. The policy directs the Agency to adopt standard practices for managing document handling technol ogy. To meet the policy objective, the Agency intends to implement strategies for Managed Print Servi ces (MPS) throughout the Agency and to increase the utilization of network printers and Multi - Functional Devices ( MFDs). The policy applies to printers and print management objectives not used in direct support of the NAS, air traffic control operations, o r o ther mission critical systems. Instead, printers and print management areas include specialized printers associated with a business function such as: the printing of aero - nav charts; plotters, as used by the Computer - Aided Engineering and Graphics (CAEG ) program office; non - xerographic printing; or other special purposes that must have an approved waiver. The implementation of the policy objectives will start in the first or se cond quarter of FY17. NATCA is reviewing the matter and making assessments for possible areas of mid - term impact and implementation bargaining. BRIEFING REQUESTS On Feb . 24, 2016 , NATCA requested a briefing on FAA Poli cy Statement AIR10016 - 111 - PM01, Approval of Non - Required Safety Enhancing Equipment (NORSEE). On Fe b . 23, 2016 , NATCA request ed a briefing on CEDAR Access. We are currently waiting for a response from th e Agency regarding our request.
