On March 4, 2016 , NATCA requested a briefing on per diem payments for employees during emergencies. We are currently in the process of scheduling this briefing. On March 4, 2016 , NATCA requested a briefing on the Japan Civil Aviation Bureau (JCAB) Shadow and Type V alidation Program (STVP) Team. On March 1, 2016 , NATCA requested a briefing on the Employee Housing CPI and Market Survey Ren tal Rate Adjustments for 2016. We are currently i n the proce ss of scheduling this briefing. SURVEYS NATCA recommends participation in the 2016 PMA Benchmarking Customer Satisfaction Survey. However, we also recommend that participants refrain from answering questions 2, 3, and 4 of the survey because they as k for identifying information. GOVERNMENT AFFAIRS DEPARTMENT CONGRESSIONAL SCHEDULE : The House and Senate are in session during the week of March 14. The House will be in session for a short week starting March 21, while the Se nate will recess for two weeks. SECOND FAA EXTENSION PASSES HOUSE : The House passed a three - and - a - half month FAA extension on Monday, March 14 and the bill has been sent to the Senate for consideration. Authorization for the FAA expires on March 31 and legislation must be pas sed and signed into law in order to avoid any shutdown at the FAA. The short - term extension passed in the House (H.R. 4721) would extend the FAA's ability to collect aviation excise taxes through March 2017 while the rest of the bill would only g o through July 15 of this year. Senate path unclear : Indications are that Senate leaders will not clear the House - passed FAA extension (H.R. 4721) as is, and instead plan to amend the proposal and send it back to the lower chamber on March 17 or 18, just before leav ing town for a two - week recess. The House FAA extension would renew policy through July 15 but extend aviation tax authority through next March. The Senate plans to move a bill with policy and tax dates that expire at the same time (in mid - July) and send i t back to the House for consideration. The House will then be faced with a decision to either accept the Senate changes, or force a shutdown at the FAA. Background : H.R. 4721, which would reauthorize the FAA until July 15, would give both chambers of Congr ess more time to work on a long - term reauthorization. As a
