This affects public sector, non - Federal employee unions. It will have no effect on NATCA.
An adverse decision could provide no right to compel membership (as is available in the
private sector) nor the ability to charge a representation fee. It would create a free - rider
problem for many unions. Even though NATCA has been successful in a right - to - work
environment such as this, it would be very harmful to the sustainability of many unions in
the public sector. This case is part of a long - term, coordinat ed strategy to weaken union
density in order to weaken union political activity and influence.
