LABOR RELATIONS DEPARTMENT NATCA AND THE FAA TO WORK TOGETHER COLLABORATIVELY ON THE AGENCY'S VOR MON INITIATIVE Recently, NATCA met with several FAA representatives for a Union - requested briefing on the status of the Very High Frequency Omni - Directional Range Minimum Operating Network (VOR MON) initiative, whereby the FAA plans to reduce the current inventory of VORs in anticipation of the transition to NextGen and its reliance on Area Navigation over VORs. At the briefing, NATCA discussed the need for additional NATCA input in to the Agency's ongoing plans. The FAA has already agreed to NATCA designating three additional National representatives at the Service Center level, who along with NATCA's VOR MON Article 48 Representative will form a National team to work project issues in collaboration with the Agency. NATCA's negotiations with the Agency on the details of this matter are ongoing. NATCA MEETS WITH THE FA A TO DISCUSS GBAS On April 12, 2016, the Agency briefed NATCA on the Ground Based Augmentation System (GBAS), which is a new system that will allow approaches in CAT III conditions and is intended to create efficiencies in the New York/New Jersey airspace (and later other metropolitan areas). The Agency has asked for a NATCA subject matter expert to participate in the workgroup. The Agency and NATCA are in the process of drafting a scoping document to formalize N ATCA's participation in GBAS. NATIONAL WORKGROUP TO ADDRESS NEW SPLIT PAY FUNCTIONALITY IN E2 SOLUTIONS TRAVEL MANAGEMENT SYSTEM On Feb. 11, 2015, NATCA a nd the FAA established a National CWTSato Workgroup for the purpose of reviewing, testing, evaluating and implementing the E2 Solut ions travel management system. NATCA's workgroup members are Beverly Cook, Dan Stefko, and Greg Shoemaker, while the Agency's members are Joe Hodge, LaKesha Bank ston - Glover, and Jo Henderson. Recently, the Agency gave NATCA notice that it was planning to implement a Split Pay functionality in the E2 Solutions eTravel System, which would give "cardholders the option to 'split' th eir reimbursement between the credit card service provider (JPMorgan Chase) and the traveler's personal bank account," and, thus, would eliminate the need to write a personal check and ensure that the pa yment is made by the due date. NATCA received a natio nal briefing on this subject on March 28, 2016, at which time the parties agreed to have the National Workgroup address any concerns with the implementation o f the Split Pay functionality. NATCA and FAA workgroup members are currently in the process of sch eduling a date and time to meet to address this issue.
