On April 21, 2016, NATCA attended the APS - 300 All - Hands Meeting. APS - 300 is a sub - organization of the Agency's Office of Information Technology (AIT) within the Agency's Office of Finance and Mana gement (AFN). The meeting discussed the APS - 300 reorganization, which impacts approximately forty (40) NATCA BUEs. The Agency is reassigning all APS - 300 managers and employees into new AIT positions based on organizational need, the employees' skills, and employee interest. The newly designed APS - 300 will retain twenty - four (24) employees and five (5) managers, and the remaining employees will be placed elsewhere in AIT. The Agency provided assurance that no employees would lose their jobs or be forced to r elocate, and no employees would experience changes to their current pay band, FG scale, and pay. The placement process was developed through the collaborative e fforts of NATCA and the Agency. The Agency will present a list of job opportunities to all APS - 3 00 employees in early May. Employees will have twenty - one (21) days to submit an application package to HR. The packages will include resumes that emulate the USA Jobs model and a list of three (3) top areas of intere st for placement. In June, a panel of D ivision Managers will determine initial placements, which will be appro ved by the AIT Management Team. The final placements will be submitted to NATCA for review. Employees will be notified of their new placements in early July. Within thirty (30) days of placement, their current managers will close ou t the FY2016 performance plans. The new manager will initiate a new performance play for FY2017 and will hold an initial performance management plan discussion, and employees will receive an updated JAT. BRIEFING REQUESTS On April 22, 2016 , NATCA requested a briefing on FAA Order 8900.358 - Aircraft with Electronic Syst em S ecurity Special Conditions. We are currently waiting for a response from the Agency regarding our request. NATCA POCs: Labor Relations Attorney Suzanne DeFelice and Labor Rela tions Coordinator Kendal Manson. On April 22, 2016 , NATCA requested a briefing on Clearance Relay and IFR Flight Plan Cancellations. We are currently waiting for a response from th e Agency regarding our request. NATCA POCs: Assistant Director of Labor Relations Nicole Vitale and Labor Relations Coordinator Kend al Manson. GOVERNMENT AFFAIRS DEPARTMENT CONGRESSIONAL SCHEDULE : The House and Senate are both in session during the week of April 25. Both chambers will recess for the first week of May. NEXT STEPS FOR FAA REAUTHORIZATION BILL : On April 19, the Senate passed its version o f a long - term FAA reauthorization bill, titled the FAA Reauthorization Act of 2006. The Senate used the shell of an unrelated House - passed bill (H.R. 636) as the legislative vehicle to consider the FAA reauthorization bill (S.2658) on the floor.
