B. Any election protest shall be filed in accordance with Article VII, Section 7 of the NATCA National Constitution C. The term of the new National Representatives will commence on September 1, 2016 or, if an election protest is filed, immediately following the resolution of the election protest. In the event of a runoff election, the term will commence following the completion of the runoff election or resolution of any election protest. LABOR RELATIONS DEPARTMENT NATCA ATTENDS SPACE - BASED OPERATIONS INTEGRATION BRIEFING On April 25, 2016, the FAA briefed NATCA regarding the Agency's integration of space - based operations into the NAS. The parties expect worldwide space launches to dramatically increase in near - future years. Currently, the FAA has two Offices focu sed on space - based operations. The Office of Commercial Space Operations (AST) regulates the U.S. commercial space transportation industry and promotes space launches and reentries by the private sector. The Commercial Space Integration Team (CSIT) exists to coordinate and align ATO efforts regarding the safe and efficient integration of space - based operations into the NAS. At the briefing, the parties agreed that CSIT urgently needs a NATCA Space - Based Operations Representative to work with CSIT at the national level. NATCA POCs: Assistant Director o f Labor Relations Erina Hammond, James Keith, Mark Prestrude, Deputy Director of Safety and Technology Jim Ullmann, Jeff Woods, and Director of Safety and Technology Dale Wright. NATCA CONTINUES CONTRACT NEGOTIATIONS WITH RVA On April 25th and 26th, 2016, NATCA representatives met with RVA management in Orlando, FL, to continue negotiations towards a new Collective Bargaining Agreement. Unlike previous sessions, thes e were unmediated negotiations. The Parties met on their own, without the presence of an FM CS mediator. RVA is one of three Federal Contract Tower Program employers, along with Serco Inc., and Midwes t Air Traffic Control Systems. The Parties are scheduled to meet again in May, in Washington D . C. A mediator from the FMCS will be in attendance to help the Parties move towards an agreement on a new contract.
