FUNDING UNCERTAINTY HAMPERS AVIATION SYSTEM GROWTH Congress is forced to temporarily extend FAA authorization 23 times. Government shutdowns are threatened repeatedly. Government shuts down, with across-the-board spending cuts (sequestration). Temporary extensions rise. CONGRESSIONAL ACTION: EFFECT ON FAA: PROPOSED SOLUTION: Long-term FAA Reauthorization must include a change in the status quo so that frequent funding disruptions end. 2011 2013 2013 2014-15 2007-12 2015-16 Failure to extend the FAA causes a partial shutdown of the agency. Shutdown forces the FAA to: • Scale back modernization • Halt hiring of air traffic controllers for a year, which contributes to staffing shortages today. • Furlough air traffic controllers, causing significant delays. • Shift to fix-on-fail maintenance • Stop stockpiling vital parts for essential equipment.
