coordination gaps during interceptor aircrafts in the event of a national security response. TANR is a password protected telephonic bridge that an ATC facility would dial into to participa te in real - time coordination between NORAD and the interceptor fighter pilots during training missions, air patrol, or duri ng national security missions. TANR was implemented in the Western Air Defense Sector (WADS) several years ago and NORAD is now seek ing to expand these procedures to the East ern Air Defense Sector (EADS). On March 8th, NATCA requested a full briefing on this matter for all affec ted bargaining unit employees. On Thursday, June 23rd, NATCA received the full briefing and NATCA's POCs are currently contemplating the next step in the process. NATCA RECEIVES A BRIEFING O N FAA NOTICE 4040.38, AIRCRAFT MANAGEMENT PROGRAM CONSOLIDATION On June 21, 2016, NATCA was briefed on FAA Notice 4040.38 concerning Aircraft Man agement Program Consolidation. Six different flight programs crossing four lines of business and staff offices currently manage FA A's flight program operations. Through this consolidation, ATO and AVS will combine functions and personnel conduc ting aircraft flight programs. The FAA is taking this initiative in an effort to better ensure continued safety and accoun tability with flight pro gram operations and oversight. The transition period is effective immediately and will remain in effect until the new consolidated flight program operations organization is established and FAA Order 4040.9E is revised (Aircraft Man a gement Program Order). Notice 4040.38 is a bridge document that allows continuity of flight program operations during the transition period by realigning roles and resp onsibilities in Order 4040.9E. BRIEFING REQUESTS On June 24, 2016 , NATCA requested a briefing on Human Resource Policy Manu al (HRPM) Policy Bulletin #92. We are currently in the process of scheduling this briefing. On June 24, 2016 , NATCA requested a briefing on FAA Order JO 1720.91, Electronic Access to Operationally Significant Air Traffic Organization (ATO) Directives. On June 22, 2016 , NATCA requested a briefing on FAA Order JO 7110.XXX, Wake Turbule nce Recategor ization, Phase II. We are currently in the proce ss of scheduling this briefing.
