Surgeon and/or the EAP Coordinator. NATCA's DAC representatives encourage employees to share their information with their NATCA facility representative(s) in order to verify that the assessment corresponds with the requirements of the TRP. If you have any questions, concerns, or issues regarding substance testing at your facility, please contact the NATCA representatives on the DAC by emailing dac@list.natca.net. The next quarterly DAC meeting is scheduled for Nov. 16, 2016. PRISM UPGRADE BRIEFING On July 26, 2016, the Agency briefed NATCA about planned upgrades to its PRISM program, which includes its Purchase Card Module and Clause Template Module. These programs are used by FAA requisitioners, fund certifiers, approvers and reviewers, Contract Specialists, and Purchase Card Program cardholders. The changes are intended to improve the functionality for employees using the program. Trainings will begin onsite in September for the Purchase Card Module and for Contract Specialists. The deployment of PRISM 7.2 is scheduled for Oct. 28, 2016. It will include the Purchase Card and Clause Template updates. At this time, NATCA is reviewing whether to submit proposals. FAA ORDER 4665.4A, ADMINISTRATIVE AND TECHNICAL SPACE STANDARDS On July 27, 2016, the Agency briefed NATCA on updates to FAA Order 4665.4A, which went into effect in May 2016. The Agency asserted that the overall purpose of the update was to set more specific space requirements, with the ultimate goal of reaching 170 square feet of space per person across the Agency. The Agency believes this will promote workforce mobility and workplace flexibility. However, NATCA has identified several issues with the update, including the fact that it does not allow for consideration of task-based uses when determining how much space is allotted. At this time, NATCA is reviewing whether to submit proposals. POCs: Troy Swanberg, Scott Odle, NATCA Region X ARVP Edward Szczuka, and Labor Relations Attorney Suzanne DeFelice. BRIEFING REQUESTS On July 27, 2016, NATCA requested an Article 7 briefing regarding the Department of Army's transition to a new Department of Defense (DOD) performance appraisal system. This change impacts bargaining unit employees in the SLI (Department of Defense Army National Guard) bargaining unit. We are currently in the process of scheduling this briefing. POCs: Labor Relations Representative Melinda Kim and Labor Relations Coordinator Kendal Manson. GOVERNMENT AFFAIRS DEPARTMENT CONGRESSIONAL SCHEDULE: Lawmakers are in recess for their seven-week summer break. Both chambers will return after Labor Day for the month of September and then recess again for election season. As we look ahead to the potential of a lame- duck session, Government Affairs staff is laying the groundwork to address a Continuing Resolution (CR) and sequestration beyond the November elections.
