RNAV And Performance Based Navigation (PBN) Unmanned Aircraft Systems (UAS) LABOR RELATIONS DEPARTMENT FAA BRIEFS NATCA ON CHANGES TO HRPM 8.20, FAMILY MEDICAL LEAVE ACT and HRPM ER - 4.5, FAA PROCEDURES FOR DISCIPLINARY AND ADVERSE ACTIONS On Sept . 7, 2016, the FAA briefed NATCA on recent changes to HRPM 8.20 regarding the Family Medical Leave Act, and to HRPM ER - 4.5 regarding FAA Procedures for Disciplinary and Adverse Actions. The Agency represents that the changes to policy are pro forma and merely updates to harmonize written Agency policy with statutory changes which have already gone into effect over the last several years, for instance in relation to Military Caregiver Leave under the FMLA. However, because of the importance of the subject matter, NATCA is reviewing the changes in greater detail to determine whether formal negotiations are necessary. SURVEYS NATCA recommends participation in the Airport Sur face Surveillance Capability (ASSC) Independent Operational Assessment (IOA).
