During the briefing, the Agency stated that the changes will better align orga nizational units with their actual functions, and in some cases, will redistribute the workload to imp rove operational capabilities. The Agency has represented that there would be no changes in pay, BUS code, or geograph ic location for any BUE. In some ca ses, BUEs will change organizations and/or managers. The Agency stated that for the most part, employees' j ob functions will not change. T he Agency has scheduled an All - Hands Meeting to brief the workforce on Oct. 24 and intends to implement th e AIT reorga nization on Oct. 30. F AA BRIEFING ON ATOC On Oct. 14, 2016, Brian Holguin from the ATO Operational Contingency Group (ATOC) briefed NATCA on this newly - formed office. As of Oct. 1, 2016, the ATO Temporary Continuity and Contingency Office (TOCO/OCCO) is in the process of transi tioning into a permanent office within System Operations, and will be called ATO Operational Contingency Group or ATOC. Its overall goal is to work through existing contingency plans to make sure that facilities and controllers are able to implement the pl ans, including ensuring that procedures, traini ng and currency are addressed. This will be done through demos of airspace divestiture over the next six months. The current plan calls for not just demonstrations and exercises, but actually declaring ATC - Z er o at pre - arranged facilities. One concept includes Air Traffic Controllers from an ARTCC to be cross - trained on sectors from an abutting ARTCC. In the event of an incident that causes the closure of a facility, these cross - trained controllers will take ov er operations of the adjoining ARTCC. Moving forward, the Agency will work with NATCA to schedule additional briefings on this issue for the TAMR and ERAM teams. BRIEFING REQUESTS On Oct. 18, 2016 , NATCA requested a briefing on the Reorganization of ARC/AMC. We are currently waiting for a response from the Agency regarding our request. On Oct. 17, 2016 , NATCA requested a briefing on FAA Order JO 7110.65W, Change 2, Air Traffic Control. We are currently waiting for the Agency to respond to our request. POCs: Labor Relations Representati ve Melinda Kim and Labor Relations Coordinator Kendal Manson .
