single portfolio program in AJM-3 Enterprise Services. SIM is currently in AJM-2 Air Traffic Systems. During the briefing, NATCA asked what other TDM-to-IP programs impact ATC and what priority SIM would have in the larger portfolio program. The Agency stated that SIM is the program with the biggest impact on ATC. It will follow up with NATCA regarding other programs that may impact ATC as well as the priorities in the portfolio program being established in AJM-3. GOVERNMENT AFFAIRS DEPARTMENT CONGRESSIONAL SCHEDULE The 114th Congress has ended. The House and Senate will be sworn in on Jan. 3, 2017 for the start of the new 115th Congress. President-elect Donald Trump and Vice President-elect Mike Pence will be sworn in on Friday, Jan. 20. During the first session of the 115th Congress, the legislative calendar is very busy with limited recesses— meaning legislation could move fast and the GA staff will be busier than ever on Capitol Hill. 115TH CONGRESS OUTLOOK The new Congress will convene on Jan. 3, 2017 with both the House and Senate remaining in Republican control. The House of Representatives will consist of 241 Republicans and 194 Democrats, and the Senate will consist of 52 members in the Republican caucus, and 48 members in the Democratic caucus (including 2 Independents). The 115th has a lengthy to-do list, facing many deadlines and a desire to address a lot of key issues during the first few months in session. Some issues that could ultimately affect NATCA interests include raising the debt limit in March, getting through the 12 annual appropriations bills, the potential of an infrastructure bill, reconciliation, an FAA reauthorization deadline in September, as well as numerous bills coming out of the House Oversight and Government Reform Committee that would impact federal employees and unions. Further, the Senate will be tasked with reviewing and approving cabinet members for the incoming administration. In other words, members of Congress have a very busy year ahead of them. TRUMP ADMINISTRATION OUTLOOK President-elect Donald Trump and Vice President-elect Mike Pence are headed to the White House. Since Election Day, a transition has been in effect as President Obama winds down his administration and the President-elect nominates cabinet members and makes plans to address the many issues outlined during his campaign. NATCA GA staff has been following the transition very closely, especially with respect to the transition at the Department of Transportation and talk of any issues that could impact federal employees. We have already been in communication with the President-elect's transition team and NATCA is working to build our relationship with his administration.
