NATCA NATIONAL OFFICE DEPARTMENTAL WEEK IN REVIEW January 14 - 20 , 2017 LABOR RELATIONS DEPARTMENT NATCA PREPARES FOR ARBITRATION AT ZBW On Jan. 30 , NATCA will arbitrate a substance testing grievance at Boston Center before Arbitrator Tim Buckalew . The grievance involves an August 2015 random drug test where the FAA, after realizing it had already tested 24 employees (the maximum number for the day according to the DOT Drug and Alcohol Testing Guide and the FAA Site Coordinator's Handbook), decided to test two additional employees because the Agency realized it had mistakenly skipped over the two employees' names on the test list. As a remedy, NATCA seeks cancellation of the two improper tests, as well as jointly - developed training on the topic of substance testing for FAA and NATCA officials involved with testing. SURVEYS NATCA recommends participation in the ANG - E62 Computer Modeling Survey. NATCA recommends participation in the AVS 2017 Telework Employee Survey. This survey is specific to BUEs in the AVS bargaining unit.
