NATCA 30 th A NNIVERSARY (1987 - 2017) : NATCA's First Legislative Victory NATCA's strength was apparent early on as controllers organized and continued to fight for workers' rights. The Federal Employees Liability Reform and Tort Compensation Act of 1988 was one of the union's first legislative victories. Its passage meant that the government would substitute the names of federal employees as the defendant in civil lawsuits. Read more .
