AFN CLARIFICATION PETITION
On Nov. 28, 2016, NATCA filed a petition (WA - RP - 17 - 0008) with the Federal Labor
Relations Authority (FLRA) to clarify certain positions within the Office of the Assistant
Administrator for Finance and Management (AFN) that the Agency alleges are excluded
fro m bargaining unit eligibility. NATCA's petition asserts that 40 positions were
improperly excl uded from the bargaining unit . On Feb . 3, 2017, the Agency filed its
position statement in response to the petition with the FLRA and NATCA.
The Agency's position statement addresses only some of the positions and employees
encumbering those positio ns raised in NATCA's petition. The FLRA has instructed the
Agency to supplement its position statement with information on the remaining
employees by the close of business on Friday, Feb . 17, 2017. NATCA will continue to
analyze the information submitted by the Agency, provide any informati on requested by
the FLRA, and prepare for a hearing on the petition.

Program. We are currently waiting for a response from the Agency regarding our request.
