NATCA NATIONAL OFFICE DEPARTMENTAL WEEK IN REVIEW February 25 - March 3 , 2017 LABOR RELATIONS DEPARTMENT NATCA PREPARES LEGAL BRIEF IN ZBW DRUG TESTING ARBITRATION On Jan . 30, 2017, before Arbitrator Timothy Buckalew, NATCA arbitrated the Agency's testin g of more than the maximum allowable number of employees at ZBW during random drug testing at the facility. The parties will submit legal bri efs in this matter by March 31 . POCs: Assistant Director of Labor Relations Erina Hammond and Labor Relations Repr esentative Melinda Kim . MMAC ACADEMY SHUTTLE ROUTES On Feb . 28, 2017, NATCA received a briefing from the Agency about a change to the existing Academy shuttle routes at the Mike Monroney Aeronautical Center. The Agency provides shuttle service via five ro utes between the Academy and various lodging l ocations for Academy students. Due to low ridership, the Agency will discontinue Route 3, which provides shuttle service to Kim's Place (II), 4 02 N. Bronco Way, Mustang, OK. The Agency stated that it had arrang ed alternate transportation for current Academy students staying at Kim's Place (II) and planned to discontinue this old Route 3 effective March 6, 2017. The Agency will create a new Route 3 to provide shuttle services to the Marriott National Conference Center at the National Center for Employee Development (NCED), 2801 E . State Highway 9, Norman, O K . NCED is a large - capacity hotel owned by USPS and operated by Marriott t hat has an array of amenities. NCED will honor the Agency's long - term per diem r ate. The Agency expects that NCED will become the primary lodging location for Academy students in the future. This new Route 3 will be effective March 6, 2017. During the briefing, NATCA asked whether the old Route 3 to Kim's Place (II) could be combined with Route 2, which provides shutt le service to Kim's Place (I). NATCA also requested continued shuttle service to Kim's Place (II) for an additional period of time before the old Route 3 is phased out. Subsequently, the Agency agreed to provide shuttle servic e to Kim's Place (II) for an additi onal 45 days (until mid - April). Students staying at Kim's Place (II) between now and mid - April should contact student services if they would like a shuttle pick - up. BRIEFING REQUESTS On March 6, 2017, NATCA requested a briefing on MEARTS at the Juneau, Alaska Flight Service Station (FSS). We are currently waiting for a response from the Agency regarding our request.
