In addition, four new divisions will be created: Policy and Innovation (AIR - 600), Compliance and Airworthiness (AIR - 700), System Oversight Division (AIR - 800), and En t erprise Operations (AIR - 900). AIR - 300 was created under a prior MOU and was not part of this briefing. NATCA BUEs will remain within their current sub - directorate/division organizations, and the Agency does not intend for any job descriptions to change. BU Es will remain in their current physical location and under their current managers with the exception of BUEs currently under Flight Test who will be reassigned to AIR - 710. The Parties agreed to work on an MOU to clarify how this realignment w ill proceed. NATCA is currently working on its U - 1 draft of the MOU. AFN CLARIFICATION PETITION UPDATE The Federal Labor Relations Authority (FLRA) has scheduled a hear ing from June 13 - 15, 2017, regarding NATCA's petition (WA - RP - 17 - 0008) to clarify certain positions within the FAA's Office of the Assistant Administrator for Finance and Management (AFN). The petition, which NATCA filed on November 28, 2016, asserts that t he Agency has improperly excluded 40 posit ions from the bargaining unit. On April 19, 2017, the Agency filed a petition (WA - RP - 17 - 0040) alleging that an additional 15 positions should be excl uded from the bargaining unit. The FLRA has consolidated the NATC A and FAA positions and will address both at the hearing. The FLRA and the parties are meeting bi - weekly to prepare for the upcoming hearing. At the most recent meeting on April 28, 2017, NATCA requested that the Agency provide documentation to support i ts claims that the positions at issue sho uld be excluded from the unit. NATCA is reviewing and analyzing that document ation as it is made available. NATCA has also begun to prepare witness testimony for the hearing. BRIEFING REQUESTS On April 27, 2017, NATCA requested a briefing on the Controller to Controller Coordination and Probed Menus.
