Stop-and-go funding leads to a more stressful, less productive work environment for aviation safety
professionals. Stop-and-go funding can result in unpaid furloughs and/or uncertainty about when,
or if, exempted members will be paid for continuing to perform their job duties during a government
shutdown. The FAA's lack of a stable, predictable funding stream can also mean delayed
implementation of modern technology, a delay in the repair of current equipment, and a delay in
hiring and training the next generation of controllers and aviation safety professionals.

The FAA must be funded with a stable, predictable
funding stream, or else risk falling behind on efficiency,
capacity, and safety.
The FAA should be exempt from sequestration, which threatens
to return this year, because of the negative effects that it has
on our system, staffing, and the irreversible damage that it
causes to modernization and infrastructure projects.
The most serious issue facing the NAS today is the
FAA's unstable, unpredictable funding stream.
