Official time is necessary for NATCA members to resolve
disputes, negotiate changes in working conditions, collaborate
on workgroups, and perform their representational duties
to all bargaining unit employees, regardless of union
membership status.
Official time actually saves the FAA and taxpayers time and
money by allowing for these types of activities to take place
and avoid costly arbitrations and other less-efficient means
of dispute resolution.
NATCA opposes any legislation that would penalize those
who represent fellow employees using official time as well as
legislation to limit or abolish official time.

Official time enables NATCA representatives to act effectively on behalf of its
bargaining unit employees at the local, regional, and national levels. Without
official time, many issues that could be solved in a short period of time could
potentially take weeks or months to resolve and at a higher cost to the taxpayers.
Labor and management are equally accountable to the taxpayer and have a shared
responsibility to ensure that official time is authorized and used appropriately.
