The RNP procedures to LAX from the n orthwest were NOTAM ed out of service for several weeks due to concerns with Airbus aircraft flying the procedure without receiving clearance to f ly the procedure. The team discussed the issue with i ndustry, and i ndustry will educate the crews to be aware not to load the RNP approach at LAX unless it is being advertised on the ATIS or told to expect by ATC. Rob, FAA Counsel , and I met with the Cul ver City representatives to work through their proposal on the North Downwind at LAX. The meeting ended in a non - consensus status. We also met with representatives from the Orange County area to discuss the Advanced RNP SID. There were requests to make c hanges to the initial departure segment by the Orange County representatives. The SoCal Team will work with the Flight Procedures Team and MITRE to research the feasibility of the changes. Talked with them on numerous issues that have resulted from unrealistic restrictions from the TARGETs platform. Delta Airlines was also with us and now wants to remove speed s at higher altitudes. A long discussion en sued of how one plane may not be able to do this. We continued to disagree on an issue of pilot wants and c ontroller needs. This has been used at other projects and is vital to maintain a constant in trail in the narrow routes entering the TRACON. We confirmed the legality of speeds at f light levels and AFS advised us that there is no know restrictions. Did a briefing at NCF and talked with the airlines group about project status, three runways , and communication steps ahead. There were some good comments on working with their routing and dispatcher coordinators. Had a side bar with Mark Hopkin from Delta about an ACT required speed on STARs at mid - flight level. We agreed to discuss this again in the near future. M et with traffic management to update them and formulate a plan on for datab ase updates and cut - off dates. Worked with the NAV Canada flight production team on production to finalize a couple of new rou tes and fixes for the December 7, 2017 chart date. This is key since their cut - off dates differ from our OKC timelines. There is portion of our study airspace under U . S . a ir t raffic control that is in the sovereign country of Canada and the rules differ slightly. We are also working on coordination for the May 24, 2018 cut - off that is coming in July. Continuing to work with the pressure of the Headquarters program manager which is becoming counterproductive to the work at hand and beginning to countermand tight time lines that we are required to keep to remai n on time. There is even more talk of going out and doing more community outreach after the environmental is done that would hamper the training that the controllers require for this change.
