Western PBN Update – May 2017 A PBN Full Work Group (FWG) scoping and kickoff meeting was held for the Hawaiian Islands. The project includes pr evious design efforts from 2014 (before the 7100.41 process) and several new flight procedures that will meet the objectives of the Operational Contingency Plan for Honolulu Control Facility. The next meeting is scheduled for August. The Salt Lake City pr oject has experienced some delays due to industry flight simulator schedule demands and Flight Management Computer (FMC) data coding. A significant portion of SLC's operations consist of Canadair Regional Jets using a Rockwell - Collins (R - C) FMC platform. M ITRE is unable to code R - C data; however, in collaboration with R - C, our team was able to produce an alternate method of data coding for SkyWest Airlines to use in their flight simulator. Simulations results of Track - to - Fix approaches are expected very soo n. Once the results are received, our team will coordinate with the FWG for another design meeting. A PBN FWG kickoff meeting was held for Gunnison Regional Airport (GUC). The objective is to convert two s pecial RNAV SIDs into two public RNAV - 1 SIDs. The airport's high field elevation and surround ing precipitous terrain ha ve proven challenging but the work group was successful in designing SIDs that meet criteria. We were also able to obtain some testing data using TARGETS 5.3 Beta for terrain and obstacle evaluation during design. A PBN FWG kickoff meeting was held for Seattle - Tacoma RNAV SIDs. Due to ongoing lawsuits in the Seattle area and the agency's evolving community involvement process, the Western Service Center - Operations Support Group (WSC - OSG) has feared initiating any PBN efforts in Seattle. After the kickoff meeting was held to explain the 7100.41 process and its integration of community involvement, it appeared that most of WSC - OSC concerns have been kept at bay. The next FWG meeting is sched uled for September. Submitted by Josh Haviland, Western PBN Rep AIRSPACE TECHNICAL DEMONSTRATION 2 (ATD - 2) Pete Slattery (CLT) represents the membership as the Article 114 Representative for ATD - 2. His report for is below. On May 9 - 12 a Safety Risk Mana gement assessment for A TD - 2 took place in Charlotte . NATCA was represented by Kyle Andrews (ORD), Kevin McLaughlin (SCT), Eric Owens (I90), and myself . The panel examined how the introduction of NASA ATD - 2 surface and departure metering technology could af fect the NAS and/or the local CLT operation. There were several technical discussions with TechOps members, which centered mostly on bandwidth issues and what procedures would be available if the technology adversely impacted current equipment. Mitigations were identified that satisfied TechOps concerns. On the air traffic side, it was determined that using this technology in the operating quarters presented only a low to non - existent risk. The primary mitigation identified for air traffic operations was to fall back to current day procedures. A final report is still being drawn up by the facilitators and will be made available to NATCA when it is complete.
