The ongoing discussions regarding ATC restructuring echo our belief that it ' s not enough to focus on safety alone. We must expand our expertise to include the business - side of the operation, and — not unlike our partners in the private sector — continuously strive to improve operational efficiency and cost - effectiveness. We can have the world's safest airspace system, set the bar for on - time arrivals and departures , and be an efficient and effective organization. I'm confident in the ingenuity and ability of the ATO workforce to deliver on that — today, tomorrow , and in the future. Our organization's ability to adapt to technological advanceme nts, embrace innovation and empower change is multifaceted. We sometimes face challenges that are beyond our control, but more often than not we respond by developing creative and practical solutions. For example, we recently implemented a process to bette r understand, manage , and execute our Concepts, Validation and Requirements (CVR ) management work within the ATO that helps us identify operational requirements and prioritizes objectives. The newly developed CVR Operating Model sets clear organizational roles and responsibilities and helps us prioritize needs across our organization. It sets forth a process for identifying operational needs and developing solutions and standards for implementation. Because the model requires active sponsorship and partici pation of subject matter experts, a CVR Directors Forum was created to help fill the information gaps and understand how the work might impact other efforts. The CVR Directors Forum will be chaired by Mission Support Services. This forward - focused approa ch and others like it are becoming standard operating procedure for the way the ATO does business. In the near - term, the CVR model will facilitate increased collaboration across ATO's service units. Long - term, this model and others it inspires will enhance and improve the services we provide to our business partners in the NextGen Office and the UAS and Commercial Space industries.
