LABOR RELATIONS DEPARTMENT AFN CLARIFICATION PETITION UPDATE On August 17, 2017, NATCA submitted a post - hearing brief to the Federal Labor Relations Authority (FLRA) regarding two consolidated petitions (WA - RP - 17 - 0008 and WA - RP - 17 - 0040) to clarify certain positions within the FAA's Office of the Assistant Administrator for Finance and Management (A FN). NATCA's post - hearing brief summarizes the evidence presented at a hearing held June 13 - 15, 2017 and explains why these positions should be included within the AFN bargaining unit. NAT CA awaits a Decision and Order from the Regional Director for the FLRA's Washington Regional Office concerning the positions listed on the two consolidated petitions. AVS EMERGENCY NOTIFICATION SYSTEM SOP On August 9, 2017, the Agency briefed NATCA regarding a new Standard Operating Procedure (SOP) implementing the Agency's Emergency Notification System (ENS) for all organizations within the Of fice of Aviation Safety (AVS). The purpose of ENS is to replace the Agency's aging alert systems (e.g, Emergin, Quick Alerts), provide faster emergency notifications, and f acilitate accountability in the event of an emergency. AVS will use ENS for: (1) immediate emergency notification (e.g., building closures, active shooter situations, tornadoes); (2) accounting for employees in emergencies; and ( 3) post - emergency notifica tion. In order to account for employees, AVS may periodically send out polling messages that request a response from BUEs during and after an emergency. AVS will not use ENS to communicate general announcements or weather information. AVS will utilize MyF AA profile information to send ENS messages to BUEs' Government - furnished equipment (GFE) via email, des ktop pop - up, and text message. BUEs can voluntarily download the ENS app to their personal devices without having to provide their personal information to MyFAA. AVS will use MyFAA data to send targeted ENS messages based on functional or geographic area. This way, AVS BUEs will only see messages relevant to them.
