I am confident that this shift to a continuous Top 5 will better focus resources and efforts to address o ur highest - risk sa fety issues. Reshaping this important effort allows our primary focus to be on success rather than on the timeline for mitigation. On another note, I want to close this message by commending the efforts of our ATO employees working under extraordinary con ditions in the aftermath of Hurricanes Harvey, Irma , and Maria. The urgency and ingenuity you demonstrated to reestablish operations in the affected areas are a testament to your dedication to our service to the American public. Air traffic services are an essential bridge — in many cases, a literal lifeline — for the relief and recovery efforts, especially in remote areas such as Puerto Rico and the U.S. Virgin Islands. There is much rebuilding ahead of us, not only by the agency to restore or replace man aged NAS equipment, but also by the individuals and families who call these places home.
