Class C airspace development. The FAA has been willing to engage NATCA in resolving some of these issues through my position as the Article 114 Procedures representative. RNAV and PERFORMANCE BASED NAVIGATION (PBN) Bennie Hutto (PCT) is the Article 114 Representative for RNAV and PBN criteria work. Mr. Hutto's report for the membership is below. Participated in the Safety Risk Management Panel (SRMP) on December 5th-7th as a subject Matter Expert (SME) for Document Changes Proposal (DCP) regarding paragraph 4-7-1 of the FAA Order 7110.65 concerning the assignment of Runway Transitions or Landing Directions for Standard Terminal Arrivals having multiple runway transitions. There were some hazards identified by the panel members and further changes are being written and a new DCP will be going out to the field for comments followed by another SRMP. Participated in the Washington National Airport (DCA) and Baltimore Washington International (BWI) Full Working Group Meeting (FWG) on December 12th-14th concerning proposed STAR and SID procedural changes based on Roundtable Recommendations. The next meeting is scheduled for February 6th-8th and should focus on final documentation based on the FWG proposed changes. Participated via telcon on Dec. 19th regarding FAA's "Operation Research End of Year Review."
